Judy was born in Boston and grew up in Jamaica Plain. She attended high school at Holy Cross Academy in Brookline, MA. After graduating in 1960 she went on to receive her Associates Degree as an Executive Secretary from Fisher Junior College, graduating in 1962. Following graduation she worked for Phillips Petroleum Co. in Dedham MA as an Executive Secretary. In 1964 she married Frank Concannon and together they raised three children.

After taking time off to raise a family, Judy decided to return to secretarial work on a part-time basis. This became a reality in 1981 when becoming part-time Secretary for the Religious Education Program at St. Mary’s. Several years later Judy became full-time Administrative Assistant.
